Rajya Sabha Deputy Chairman Harivansh Narayan Singh will observe a one-day fast to protest against the unruly behaviour with him in the House by some Opposition MPs during the passing of the farm bills on Sunday (September 20).In a letter addressed to Rajya Sabha Chairman Venkaiah Naidu, Deputy Chairman Harivansh said the ruckus created in the House by some Opposition members has pained him deeply.

"Whatever happened in front of me in the Rajya Sabha has affected the modesty of the House," Harivansh said."Violent behaviour of some Opposition [Rajya Sabha] members in the name of democracy; there was an attempt to threaten the person who was presiding the House; the modesty of the Upper House was disrespected; the MPs ripped the Rajya Sabha rule book and flung at me; the tables from where many respected members took forward the tradition of the House, members climbed those tables and threw official papers around; ugly slogans were raised" Deputy Chairman Harivansh said.Rajya Sabha on Sunday passed two key farm bills amid a bedlam as opposition members charged towards the podium of the presiding officer, flung the rule book at him, tore official papers, and heckled him over their demand for a division of vote."Tomorrow is the birth anniversary of poet Ramdhari Singh Dinkar.

I will be observing a fast from this morning till tomorrow morning," Deputy Chairman Harivansh said, adding that he will continue to work in the Rajya Sabha while observing the fast.The Upper House, which witnessed a brief adjournment due to the pandemonium, passed by voice vote the Farmer's Produce Trade and Commerce (Promotion and Facilitation) Bill, 2020, and the Farmers (Empowerment and Protection) Agreement of Price Assurance and Farm Services Bill, 2020.

The bills were passed by Lok Sabha and will now go to the President for his assent before they are notified as laws.Earlier in the day, Rajya Sabha Deputy Chairman Harivansh Singh offered the suspended Opposition MP tea on Tuesday morning.

The RS deputy chairman, the leaders said, came in bright and early with news cameras and was told by a senior MP to visit them without the cameras and sit with them.The suspended parliamentarians spent the night in the lawns near Mahatma Gandhi's statue, a first such overnight protest in the Parliament complex.Prime Minister Narendra Modi said Harivansh Singh's gesture was proof of his greatness."To personally serve tea to those who attacked and insulted him a few days ago as well as those sitting on Dharna shows that Shri Harivansh Ji has been blessed with a humble mind and a big heart.

It shows his greatness.
