After major chaos was created in the Rajya Sabha on Sunday after two crucial farm bills were passed, the government has decided to move a motion on Monday for the suspension of opposition members of parliament who created the ruckus, said sources.
The government has the powers to move the motion under rule 256 (Suspension of member) which says-(1) The Chairman may, if he deems it necessary, name a member who disregards the authority of the Chair or abuses the rules of the Council by persistently and willfully obstructing the business thereof.(2) If a member is so named by the Chairman he shall forthwith put the question on a motion being made, no amendment, adjournment or debate being allowed, that the member (naming him) be suspended from the service of the Council for a period not exceeding the remainder of the Session:Provided that the Council may, at any time, on.
a motion being made, resolve that such suspension be terminated.(3) A member suspended under this rule shall forthwith quit the precincts of the Council.The Upper House passed by voice vote the Farmer's Produce Trade and Commerce (Promotion and Facilitation) Bill, 2020, and the Farmers (Empowerment and Protection) Agreement of Price Assurance and Farm Services Bill, 2020.
The bills have already been passed by Lok Sabha and will now go to the President for his assent before they are notified as laws.Trouble started when the sitting of the House was extended beyond the scheduled time to allow passage of the bills.
Opposition members, who felt such a move should be resorted to only by consensus, rushed into the Well, shouting slogans against the government and accusing it of being anti-farmer.Among other leaders who created ruckus, TMC leader Derek O'Brien even charged towards the podium, thrusting the rule book into the face of the Deputy Chairman.Twelve Opposition parties later also gave a notice for a no-confidence motion against the Deputy Chairman over the manner in which two farm Bills were passed in the Upper House.
