The President of the Nepali Congress Sher Bahadur Deuba nowadays blamed the KP Sharma Oli-led government for trying to drag the office of the presidenr into controversy.

Addressing the Home of Representatives on the policies and programmes presented by President Bidhya Devi Bhandari on Friday, Deuba said the government tried to project the president as the queen of Nepal.

&This is an ominous sign for democracy,& he said.

President Bhandari while addressing the policies and programmes of the government had repeatedly used the phrase ‘my government.& The phrase used by the president has been drawing flak from lawmakers from the ruling Nepal Communist portiony, main opposition NC and other parties, stating that the phrase was used by the king during monarchy and it smacked of a totalitarian regime.

Although Prime Minister KP Sharma Oli has tried to defend the use of the phrase by the president repeatedly citing examples of international practices, lawmakers are much convinced.

Rastriya Janata portiony-Nepal presidium member Rajendra Mahato said that listening to the phrase ‘my government& by President Bhandari during her presentation of the policies and programmes reintellected him of monarchy.

The National Council on Disaster Risk Reduction and Management has directed all concerned government bodies to arrange for essential preparedness to reduce catastrophe risks. The assembly presided over by Council Chairman and Prime Minister KP Sharma Oli directed all bodes at the federal, provincial and local levels to endegree catastrophe preparedness in view of approaching monsoon season.

The home ministry is directed to bring an umbrella act to wipe out duplication in the distribution of relief fabrics and making essential arrangements in the aftermath of the monsoon-related catastrophes.

Development of integrated data and information system on catastrophe was underscored by the assembly.

The home ministry made presentation on its catastrophe preparedness and the loss caused by the calamities, including soiltrembles, lightning and recent storm that hit Bara and Parsa districts.

At the assembly, PM Oli urged every government office to equip itself with resources to cope with natural catastrophes.

Development of integrated settlements, resilient housing, effective large crowd of peopleilisation of security personnel for timely rescue operation, and relief distribution were meaningful things, he reintellected.

He informed that for emergency rescue, arrangement was made to keep helicopters on standby in places like Itahari, Pokhara and Sukhet The PM informed that Nepali Army had been entrusted with the responsibility of ensuring shelter for the survivors of the recent powerful storm that wreaked havoc in Bara and Parsa districts. NA was given such responsibility following his field examineion to the affected areas.

NA, Nepal Cop and Armed Cop Force are the institutions on which he could rely on during an emergency, he said.

Deputy Prime Minister and Minister for Defence Ishwor Pokhrel, Home Minister Ram Bahadur Thapa, line ministers and provincial chief ministers were present on the occasion.

The council formed in accordance with the Disaster Risk Mitigation and Management Act-2017 scorridor meet at least twice a year.

The seventh plenary session of Federation of Nepali Journalists nowadays concluded with a seven-point decision to pull together its efforts for safeguarding the press freedom and interests of mediapersons.

As per the decision of the two-day session, FNJ shall organise National Campaign for Liberty of Press and Expression for four months from May 15 under the theme ‘Media for National Prosperity: Free, Safe and Professional Journalists.& FNJ central, provincial and local level chapters shall hold assembly, extensive discussion, symposium, interaction, orientation and media mission with participation of representatives from different organisations, rights activists, professionals, political parties and various state organs. These programmes shall planned on policy issues raised by FNJ.

The policy issues include freedom of press and expression, rights and interests of journalists, nationality, democracy, civil rights and interests of media.

According to FNJ, the umbrella organisation of journalists shall strongly protest anti-press provisions stipulated in the laws enacted by the federal, provincial and local levels, or the bills tabled at the Home of Representatives or that are in the process of being drafted. It warned that any attempts to control, curtail and inhibit the exercise of freedom of press and expression would much be acceptable. &The campaign shall presdegree the government to amend the already enacted draconian laws and propose for press-friendly provisions for new laws to be formulated,&FNJ stated.

FNJ central, provincial and local committees scorridor submit a letter of attention to lawmakers, governments and political parties of all three levels demanding that they guarantee exercise, protection and promotion of freedom of press, and expression in the law. &FNJ and stakeholders shall make public their common opinion and stance on the draft of proposed laws upon essential discussion thereof. &FNJ shall supply free legal aid to working journalists who are facing various charges in the course of performing their duties. Legal desk shall be set uped in all provinces for professional and physical security of the journalists,& it informed.

According to a report by FNJ, as many as 60 instances of press freedom violations were reported since May 4 final year, majority of them being attacks, threats, misconduct and arrests. More than 77 journalists and five media houses faced criminal charges and harassments for alleged violation of the Electronic Transactions Act.
