KATHMANDU: The Ministry of Federal Affairs and General Administration on Saturday issued a circular to all local levels, including Kathmandu Metropolitan City, to put all their efforts in search, rescue and relief operations in disaster-hit areas by maintaining coordination with the agencies concerned, volunteers and the general public.

The MoFAGA told the local levels to maintain one-door system for food, shelter and medical care for persons or households displaced and affected by floods and landslides. &The ministry also requests the local levels to cooperate with the security agencies deployed for search and rescue works,& the circular read.

Local levels across the country have also been urged to provide the daily progress report of search, rescue and relief operations being carried out in disaster-hit areas. &If the local levels do not have adequate budget to cater to the needs of disaster victims, they may request the ministry through the concerned district disaster management committee,& the circular read.

A meeting of the Disaster Risk Reduction and Management Executive Council led by Minister of Home Affairs Ram Bahadur Thapa in Singha Durbar today decided to expedite search, rescue and relief operations in disaster-hit districts.

Minister Thapa said the government was working in line with the disaster preparedness and response plan by mobilising the local administration and security agencies. The meeting also decided to adopt a one-door system for distribution of relief materials to disaster affected people.

Home Secretary Prem Kumar Rai said the concerned local levels were mandated to provide relief to flood, landslide and other rain-induced disaster victims through the concerned district disaster management committees.

The government is also coordinating with provincial governments to make the search, rescue and relief operations effective.

&The government will initiate reconstruction and recovery works after completion of search, rescue and relief operations,& Secretary Rai told mediapersons.

The meeting also decided to clear the highways blocked by landslides and floods in different parts of the country.

He said the government would deploy additional medical teams with drugs and other logistics in disaster-hit areas to prevent outbreak of waster-borne diseases.

The Disaster Victim Rescue and Relief Standards (sixth amendment) requires the concerned district disaster management committee to provide cash relief of Rs 100,000, including other facilities, to the grieving family of each victim killed in the disaster.

The provincial and local governments may also provide relief in cash or kind to disaster victims.

The Commission for the Investigation of the Abuse of Authority today filed corruption case against seven persons, including four police personnel, for presenting fake evidence to secure acquittal of a person who was involved in a road accident that resulted in the death of a motorcyclist.

According to the CIAA, vehicle driven by Bodhraj Pandey had hit a motorbike resulting in the death of its rider, Nandakali Sharma. Sharma died while undergoing treatment at a hospital.

The CIAA indicted four police personnel: Inspector Lok Bahadur GC, SI Damodar Bhattarai, ASI Deb Bahadur Thapa and Havildar Bal Bahadur Oli.

According to a press release issued by the CIAA, GC, who is the inspector of Area Police Office, Gaindakot, ordered his staff to indict Kishuna Mahato, a servant of Bodhraj Pandey in the accident, to secure Pandeyacquittal.

According to the CIAA, GC ordered investigating police officers to mention Mahato as the driver of the vehicle that hit the motorcycle and the investigating officers followed his order. The CIAA said Sahlik Ram Pandey acted as an accomplice in the case.

The CIAA also said the police kept Mahato under police custody without the permission of the court and thus his detention was illegal. The CIAA said the police officers prepared fake documents to acquit the real driver of the vehicle involved in the accident. The CIAA said the night when the accident occurred, Pandey was kept in the Area police Office following his health check up and in his police statement recorded that night, Pandey had admitted that his vehicle was involved in the accident.

The CIAA filed charge sheet against police officers under Section 19 (2) of Prevention of Corruption Act-2002.

The anti-graft body filed corruption case against Pandey, Shalikram and Mahato, under Section 19 (2) of the act.

KATHMANDU: The runway operation resumption at Tribhuvan International Airport (TIA) has been postponed to 7:00 pm as efforts continue to remove the aircraft of Yeti Airlines — which slid off the runway while landing today morning — from the runway area of Tribhuvan International Airport (TIA).

According to General Manager of TIA, Rajkumar Chhetry, the NOTAM (Notice to Airmen) for closed runway and halt of flight operations has been extended until 7:00 pm today.

Earlier, the notice had stated that runway operation would begin from 12:15 pm, which was later extended to 2:00 pm, then 3:00 pm and again to 5:00 pm, according to terminal duty office at TIA.

The airplane NYT-422 (9N-AMM) coming from Nepalgunj slipped off the runway just as it landed at Tribhuvan International Airport at 11:05 am today. There were 66 passengers on board including 64 adults and two infants along with three members of the crew.

Airport operation halted as efforts continue to remove aircraft from runway

KATHMANDU: Efforts are still underway to remove the aircraft of Yeti Airlines — which slid off the runway while landing today morning — from the runway area of Tribhuvan International Airport (TIA). As a result, regular flight operations have been disrupted causing confusion among the passengers stranded at the airport.

A NOTAM (Notice to Airmen) had been issued for closed runway this morning stating that its operation would begin from 12:15 pm, which was later extended to 2:00 pm, then 3:00 pm and most recently to 5:00 pm, according to terminal duty office at TIA.

Speaking to THT Online, Director-General of the Civil Aviation Authority of Nepal (CAAN), Rajan Pokhrel, stated that efforts are going on to remove the aircraft from the area and clear the runway for regular flight operations. He added that many technical precautions need to be taken to remove the aircraft and that all available resources were being used to get the task done.

Pokhrel further said that as the task is of critical nature, it would take some time for the runway to be cleared to resume regular airport operations. Presently, technical and engineering teams from the Nepal Army, TIA, Yeti Airlines, among others are all working at the site to get the aircraft removed, he informed.

Nepal Police today claimed that its three-year crime investigation action plan was successful in ensuring justice for victims and taking action against perpetrators.

The action plan was put into effect in 2015 upon its approval by the Ministry of Home Affairs. The action plan envisioned scientific investigation approach, crime-free society and management of infrastructure for maintaining law and order in the country.

Speaking at a programme organised at Nepal Police headquarters in Naxal to review the action plan, Additional Inspector General Thule Rai, chief of the Crime Investigation Department, said the security agency had achieved success as expected and was committed to broadening the scope of crime investigation in the days ahead.

&The action plan was a tool for law enforcement agency to gradually strengthen and modernise crime investigation and prosecution,& he said. Deputy Inspector General of Police Pitambar Adhikari said the action plan maintained a policy of zero-tolerance against perpetrators without compromising peace and security of the society.

Deputy Attorney General Shyam Kumar Bhattarai said the investment in peace and security sectors would never go in vain. &Such investment will take the country on the path of development and prosperity. Development is not possible without security. There should be close coordination between investigators and prosecutors for successful crime investigation,& he said.

Forensic expert Dr Harihar Osti suggested Nepal Police to further strengthen the forensic lab and medico-legal sector for gathering evidence in more scientific manner. According to Nepal Police, it has been applying scientific methods to prevent and investigate crime.

Besides effective patrolling, surveillance and stop-and-searches; public awareness, establishment of citizen help desks, public hearing programmes, and special police patrolling in crime-sensitive areas are being carried out to prevent and stop crimes.

Prioritising maximum use of modern technology for evidence-based investigations, a high-tech mobile forensic van, polygraph, automated fingerprint investigation system and other scientific methods have been brought into use for crime investigation. Nepal Police has also stepped up the process of recording crime cases digitally, in its Crime and Criminal Information System database.

According to CID, it has been working for digital recording of old data where 54 officers at 27 computer work stations are uploading the digitised information on CCIS. Besides, 67 police units across the country have also been deployed for uploading crime data in CCIS.

The CCIS functions as a central criminal database. The database will provide all its units with instant and direct access to criminal information to identify any absconding suspects or convicts.

It will contain information about persons released after doing time in jail and those released on a general date.

KATHMANDU: An aircraft of Yeti Airlines has skidded off the runway this morning.

The airplane NYT-422 (9N-AMM) coming from Nepalgunj slipped off the runway just as it landed at Tribhuvan International Airport at 11:05 am.

According to THTphoto journalist Skanda Gautam, who was at the site when the incident occurred, the aircraft veered off the runway, causing temporary runway closure and disruption in flight operations.

Meanwhile, Yeti Airlines has confirmed the incident in a tweet, however stating that all persons onboard were safe and have been evacuated.

There has been continuous rainfall in the Valley since yesterday evening, which might have caused the runway to be slippery, leading to the incident.
